A one-screen storm-recovery puzzle. A storm blacks out a tiny coastal district; you have two repair crews and never enough power for everyone. Send crews, then choose who gets the first units back: the clinic on a dying generator, or the homes? Three hand-authored storms, a deterministic sim with replay and run comparison, and a fully procedural Three.js diorama with day/night, traffic and synthesized sound. No score, only tradeoffs.
